Recently, reporters drove three and a half hours to Chengde Xintong Shoucheng Mining Co., Ltd., 225 km away from Shougang's headquarters. In 2005, Shougang, with domestically advanced oxidized pellet production technology and management, established a factory in Luanheyan Village, Luanping County jointly with Hebei Yuantong Group and HBIS Group Chengsteel Company. "Because local people were actually poor, we hoped that industrial development would enable them to make a living," Chen Qingheng, General Manager of Chengde Xintong Shoucheng Mining Co., Ltd., said. He continued, "We recruited as many local people as possible to work in our factory shortly after its establishment." But great efforts are required to train peasants into workers. Chen Qingheng proudly said, "Most of our workers now are skillful and some can guide others in some respects." At present, the factory has 457 workers, including more than 300 people from nearby villages. 

As of the end of 2019, Chengde Xintong Shoucheng Mining Co., Ltd. had accumulated a fixed investment of RMB1.026 billion and achieved an output value of RMB36.802 billion and a total profit of RMB2.764 billion, becoming the largest taxpayer in Luanping. Over the years, the company has actively made charitable donations, purchased goods for poor people, donated money to the village-level primary school and the town-level central school, improved local infrastructure, built and mended bridges and roads, and helped more than 400 households and 1,000 people out of poverty, making outstanding contributions to local victory in the battle against poverty and achieving both poverty alleviation and production goals.
